Each of the scenarios had a different designer.

The game revisits two areas seen in previous Biohazard/Resident Evil games. The underground laboratory from Biohazard 2/Resident Evil 2 is found in the "Below Freezing Point" scenario and the hospital from Biohazard: Last Escape/Resident Evil 3: Nemesis appears in the scenario "The Hive".

A file in the scenario "The Hive" says that floors 4F and B3F of the hospital can only be accessed through a number code and voice print. This is exactly how Carlos accesses those floors in Biohazard: Last Escape/Resident Evil 3:Nemesis.

In Japan, the game requires a monthly fee for online game play, while North America's version doesn't.

This is the first Resident Evil to include Internet play.

The areas that are explored in this game are: Raccoon City Streets, Underground Umbrella Lab, Raccoon City Hospital, Red Apple Inn, Raccoon City College.

The name of the level "The Hive" comes from the first Resident Evil movie where the name of the underground Umbrella lab is called The Hive.

The title font is the same as of the Resident Evil movies.

Kevin Ryman was given a facelift from Capcom before releasing the game here in North America due to the fact that the character resembles to Hollywood actor Tom Cruise. The change was made to avoid any lawsuits.

During the opening cinematic, while Hunk's team is being decimated by Birkin, a commando is shown cowering backwards in fear while firing his MP5. On top of the weapon there is a form of red dot sight, possibly an aim point. When Birkin impales the hapless commando and the gun goes flying, the scene cuts away to a shot of the gun hitting the ground in slow motion while still firing. In this shot, the scope/red dot sight is no longer present.

In the scenario Decisions, Decisions, the UBCS Sergeant Nicholai is seen performing various objectives around the Raccoon University area up until the countdown for the nuclear missile strike to destroy the town starts. However, at the same time, Nicholai was trying to kill Jill at the dead factory just nearing the edge of town; even if he survived in the end, he could not have been at two places at the same time due to the countdown.

We escaped the zombies and found our way into a frozen underground facility. What truths lie beyond the cries of pain in the distance?

The Hive:
A hospital transformed into some kind of hive full of squirming things. We pushed on and pushed the repulsive image from our minds.

Hellfire:
While avoiding blasts of flame, we proceeded through the smoke encased hotel. We know knew the true meaning of "Hell."

Decisions, Decisions:
Destruction. Darkness. We quickly raced forward knowing all too well that each decision we made held newfound hope or endless despair.

DAYLIGHT SLAYING? CLOUDS LOOM OVER RACCOON CITY
R.P.D. announced it will set up a special joint investigation HQ for a serial murder case in which over 30 murders have already occurred.

While there is no connection between suspects, the methods in which the victims were slain are all similar.

Ordering a joint investigation into the serial murders was the rational thing to do. The scale and the detail of the investigation has not yet been made public.

The authorities have been avoiding announcing any details of the cases. They are sticking with that stance to prevent any copycat crimes from occurring.

Rumor has it that a certain member of the press has obtained some information: The suspect was temporarily insane at the time of the incident.

Authorities continued to take a "no comment" stance on the factuality of these rumors. The case seems quite problematic.

2 Diary Of Bar's Staff

I hate the kids living in the next apartment. They sneak into this building via an access way on the roof almost every day and cause so much trouble!

The day before yesterday, they closed the shutter on the 3rd floor while I wasn't looking. Because of that, I couldn't go to the roof to get a package I needed.

Then I get a good scolding from Jack. How ridiculous! It's not even my fault!

I can't remember how many times they broke the lock that holds the sign to the chain-link fence. However, I have welded it so that they will never be able to enter.

If they should break it, I will sue them for damaging my property. You better watch your butts, kids!

4 Raccoon Today

AN EERIE VOICE FROM UNDERGROUND
Recently there is spooky talk around South Campbell street. It is said that groans can be heard from the drainage system at night.

It is easy to dismiss it as a ghost story that middle school students love to talk about on camping nights. But the amount of missing people has increased rapidly at this locale for the past month.

8 people have gone missing. Strangely, the missing people have a lot in common: They are all single white females aged 18 to 23 with beautiful blonde hair.

The street was wrapped in a dense fog the day after they went missing. From the sewer drain, which runs north-south along the street, a woman's constrained voice could be heard for several hours.

Of course, the drainage sewers have been thoroughly investigated. But neither the missing person nor any traces have been found...

The Police Department has so far denied the relationship with the bizarre incidents that have rapidly increased after the mansion incident. However, the events must be related.

5 Playing Manual I

*CAUTION!* Status Screen
Other PCs and enemies do not pause while this screen is being accessed.

Note: the screen will revert back to normal gameplay in the instance you are attacked.

*Note: each button function will vary if you have altered the controller settings from their defaults.

[MOVE]
Move your character with the directional buttons or the left analog stick. The D-pad maintains your character's direction.

[MOVE 2]
When you use the left analog stick, your character turns and changes his/her direction.

[Aiming and attacking]
Hold down the R1 button to aim. Press the X button while aiming to fire. Change firing directions by pressing any direction while aiming. Switch targets with the L1 button.

[Reloading part 1]
You can reload your weapon either by combining your grun with the corresponding bullets in the status screen or by pushing the L1 button while your weapon is equipped.

[Reloading part 2]
Reloading takes more time depending on the amount of bullets reloaded. There is an item which enables you to fully reload your weapon with one press of the L1 button.

[Special actions]
In addition to standard actions such as walking and running, players can move over obstacles & climb ladders. Press the X button near various obstacles/ladders to climb them.

[Giving items]
You can give an item to another player by choosing an item in the status screen and then choosing the "Present" command.

[Requesting items]
You can request an item from another player by choosing another player's item from the status screen and then choosing the "Request" command.

[Shouldering an injured teammate]
Press the X button near an injured PC to lend him/her your shoulder as a crutch. Push the O Button to stop shouldering them. You can help dying PCs by shouldering them up as well.

[Ad-Lib Chat System]
By pushing the [Square] button, the PC will speak a random line of dialogue based on the situation. Their casual dialogue may give you a clue about what to do to clear the scenario.

[Fixed Chat Commands]
You can communicate with other PCs by using the right analog stick. Use this feature to inform other PCs that you plan to assist them or if you need to call for their help.

6 Playing Manual II

[Character status]
Check damage status via the ECG (Electrocardiogram)
FINE ... Normal
CAUTION ... Slightly wounded
CAUTION ... Moderate wounds
DANGER ... Seriously wounded

[Poison]
If you get poisoned, your vitality gradually decreases as time passes. The electrocardiogram (ECG) will display the word while you are poisoned.

[Blood loss]
If you get attacked and lose lots of blood, your movement speed slows, and your vitality decreases as you move. The ECG displays the word while you are losing blood.

[Virus gauge]
The ivrus gauge on the status screen shows the player's virus infection rate. If it reaches 100%, the player dies regardless of his/her remaining vitality.

[Crawling part 1]
If you receive too much damage, your player will start crawling on the floor. While you are crawling, you can't enter certain rooms and perform certain tasks.

[Crawling part 2]
While you are crawling, your virus gauge increases at a much quicker rate than normal. To avoid having to crawl, you must a recovery item or have other PCs "shoulder" you up.

[Map part 1]
View basic room information for any previously visited room by pressing the [Triangle] button to access the map. If you obtain a map, info on unentered rooms on that map is displayed.

Green Room-Rooms you've been to.
Red Room-Currently occupied room.
Yellow Door-Unexplored doors.
Blue Door-Opened doors.
Red Door-Unopened doors.

[Herbs part 1]
Recover status ailments with herbs.
Green Herb-Recovers your vitality.
Blue Herb-Cures Poison.
Red Herb-Amplifies the potency of a herb.

[Herbs part 2]
Herbs can be mixed together.
Ex: Green + Red = Mixed Herb
There are many other ways to mix herbs so you can create herbs that have various new effects.

[Checking other Pc's status]
If you are in the same room with other PCs, you can check their virus gauge, items, etc. on the status screen.

[Exchanging items with a dead PC]
Even if another PC dies, you can still exchange items with him/her by opening status screen in the room he/she died in.

[Temporary Save]
You can temporarily save the game by accessing the typewriters found within each scenario. Note: previous game data disappears when you load a temporary save game.

7 Playing Single Player Mode

The main feature of Single Player mode is the "Partner AI." This is a character /several characters that assist the PC and are CPU controlled. Gameplay will change depending on Partner AI interaction.

Your AI Partner performs actions just like the character you control. He/she can move, attack, use items, chat, help other, etc. Of course, when they run out of vitality they will die like any other character...

You must decide how to interact with your AI Partners. Will you help your AI Partner battle against some enemies. Or will you let them take on for the team and cover you while your run away.

AI partner Actions and Commands
Each AI Partner has their own personality. Sometimes he/she follows you and sometimes they do not. Their actions change according to the progress of a scenario and their current conditions.

You can make a request of your AI Partners by using the "Appeal A" function (Press the right analog stick). Note that they may not always answer your request because they have their own personalities.

When your request is rejected by your AI Partner then wait for a moment and try again. Note: if you are too far from your AI Partner, your request won't reach them.

When making a request, the nearest AI Partner will react. To make a direct request to a specific AI Partner, use the "Appeal B" function (press the L2 button and right analog stick together).

AI Partner Items
AI Partners can have items just like you can. They can also take, exchange, combine items via their own accord.

AI Partners have their own personalities. They find items, use them, and fight the enemy. Some Partners use items but others save them up. The way a character acts depends on his personality.

You can exchange items with your Partners. To offer an item use the 'give' command. To ask for an item use the 'request' command.

Normally, you will give an item to the closest AI Partner. However if you designate a specific partner using the Appeal command you can give items to specific parnters.

While your AI Partners are separated from you, he/she may acquire or use items. When you meet up with your AI Partners again, check his/her status screen. They may have picked up some important items.

Choosing the correct items is key for your survival.
Do you carry the good items and put your AI Partner at risk or do you try to keep your back up alive to support you against big enemies?

8 Top Secret Memo

The sample currently stored in the lab, is a parasite that was rejected by it's host due to incompatibility. As it is extremely unstable, you have to be extremely careful when handling it.

When transferring the sample, use a portable capsule manufactured by the MI corp. Also, chemicals in the capsule get contaminated every few hours so they must be changed.

Any failure to do so, could result in the subject awakening. Please be sure to handle with extreme caution.

I had such a shitty day today! I accidentally lost the "turn table key" that Rick in admin gave me. I'm sure I look like absolute crap! If management finds out I lost the key, getting fired will be the least of my worries. There's even a rumor "screw-ups" could even be used as bait for some creepy test "subject" the company is working on.

Thank god! Roy from security found the key in the bathroom and brought it to the admin. Although I found out about this through my boss who look like he is about to chew me a new one.

Man, I've haven't been ripped such a big one since I was a snot-nosed brat in Junior High School!

Man, when I quit this company I'm gonna use that key and the code and make those elevators my own personal private ride! Even I wouldn't forget a code as easy to remember as the word "Hope."

Oh... I can't believe this...

However, I got to experience the horror, first hand, as one of their giant, sharp claws ripped through my body! The bleeding from the wound just doesn't seem to stop...

The only thing left for me to do now is to destroy the laboratory temperature controls...

When the temperature drops down to about zero degrees, they would be frozen in their tracks...hopefully, that is about the only thing I can do now. Damn my foolishness!

August 30th - Reagent creation is at its final stage. When it is completed we will finally have a means to stop that wretched T-virus.

I heard about Umbrella's heinous dealings from an ex-head researcher named Greg. I wouldn't have been able to create this reagent without his expertise and assistance. Using viral research for personal gain is unforgiveable. We named this reagent Daylight. You don't need an Umbrella in the daylight. I find the name quite suits the reagent, considering it's main purpose.

September 15th - I've received the T sample from Greg and tested Daylight on it. It's still not all that stable but it is managing to suppress the growth of the "T" viral cell. Victory is nigh!

Come to think of it... How did Greg obtain the "T" sample? He told me a friend secretly got him a sample but he thinks he's being chased by Umbrella. Is he hiding something from me? Well, I shouldn't snoop...

My personal Review

Introduction:

This was another game I gave a poor grade on.  I don't have a way of connecting this game for online play and I don't care about that.

Graphics: 7/10:

The game's graphics are better looking, but time is making these Resident Evil games to improve their graphics naturally.

Sound: 3/10:

I only liked the opening introduction music. That was all. The game didn't have much of a soundtrack. It seemed so quiet. The voice acting got cheesy again. This time when ever a character has something to say, the words or a reflection of the words show up on the screen. After a while that gets irritating that you're looking at words floating around the screen. And this is the first Resident Evil game where the characters are unfriendly with each other: "go to hell!"

Replay Value: 7/10:

The game is designed so you have to keep replaying the same scenarios over and over many times just so you can unlock many different things you can purchase through the game's bonus material.

Game Play: 4/10:

I don't like the idea that when you run out of ammunition, you have to reload it manually while you have angery enemies running right for you.  I also dislike the part where you only get 4 inventory slots, while the rest of the Resident Evil games gives you at least twice as much.  Plus I don't like the part that when you're in your inventory screen, the game is still being played live, which means if an enemy is drawing closer and you're still in your inventory screen, you run the chance of getting bitten.  Also if this game wants to eliminate you within a certain period of time, why not just give you a count down instead of showing you that you're playing a character that's already infected with the T-Virus.

The game formerly known as Biohazard/Resident Evil online was renamed to BH/RE Outbreak, in wake of the inclusion of an offline mode, and after being in development for 2+ years, it's finally released in Japan. The core of the game is essentially the same as its predecessors in the series, but there are a large number of modifications and additions that give this game a distinct flavor. It should also be noted that while this game is related to the main BH/RE series, it does very little to add to the storyline, as significant as it may be. The game strays away from STARS members' quest to take out Umbrella Corp and goes back to Raccoon City to tell the story of how eight ordinary civilians managed to survive the T-virus outbreak in the city. The game consists of five non-linear scenarios that are named after the main events and settings, and consequently, each character has his/her ending in each scenario. You basically start off with one scenario and you unlock the others as you progress. The first scenario starts off with the outbreak in the city, and is appropriately titled "Outbreak", and upon finishing it, you unlock the next one that takes place in Umbrella's underground lab from RE2 titled "Below Freezing Point" and so on. Finishing a scenario is a linear task, but completing one properly isn't. The game has a scenario route setting (with a completion percentage) similar to Onimusha 2's where you have to replay each scenario a few times to complete them fully. It's not an easy task though and requires some patience.

As I mentioned earlier, the core of the game itself remains the same for the most part: explore, find items, solve puzzles, and then move on, but there are several modifications and new features that are introduced in the game. For starters, you're given true analogue controls as well as the traditional ones, but in both cases, the controls are very responsive. The items menu is real-time now, so you're vulnerable to attacks while you're mixing herbs or exchanging items. You can also reload your weapons without going into the menu by standing still and holding L1; the longer you hold the more bullets you load because clips are special items in the game for standard handguns. And best of all, shaking out immediately when you're grabbed by an enemy results in a new defensive technique where your character shoves away the enemy and fires a single shot to push it (the enemy) away.

The zapping system has been vastly improved to accommodate the game's online mode, so to exchange items, one has to request it and then it's up to your partners if he/she is feeling generous enough to share. To elaborate further, you press start to go into your items menu and if your partners are in the same area, theirs is going to be displayed as well. Simply highlight an item you want and click it; your character will shout out "I need that." or Kevin's hilarious line of "Can I have it pretty please?!" That particular partner will then move closer to you and hold out his/her hand with the item in place for you to pick it up (in the offline mode with the AI partners), that only happens if they're willing to share of course.. Getting rid of items is done in a similar manner; of course, your character will be the one holding out his/her hand, and then it's first come, first serve.

The enemy AI is decent, but it doesn't break any new grounds in the series with the exception of the zombie behavior. For one thing, they follow you everywhere (with the exception of very few safe rooms) until they're completely dead, and you can only be sure they're dead with they disappear (the actual model flickering off). Also, navigating past zombie almost never works because they're able to lunge at you with their fists, and even sideways with a hook. This may sound far fetched but it doesn't work like a beat them up; if you get hit, you can move past them but as mentioned earlier, navigating past them gets you punished almost always.

With no item boxes around, you're given the option to swap items on the fly should your inventory be full. For example, say you're in need of a certain key item but your inventory is full with herbs and healers, so in this particular case, you can simply highlight the herb you wish to swap the key item for. The herb/healer will remain in that particular spot until someone picks it up. This swapping method works with the item exchange process with partners as well, so technically, you always have space to work around with, you just have to manage it carefully.

There are a couple of major additions to the game play engine with the introduction of the virus gauge, and character specific abilities with a minor change to the combat system. The virus gauge is exactly what it sounds like: a T-virus gauge that lets you know of the percentage of contamination in your body. The gauge rises at a slow rate right from the start, but that rate will go up if you receive any substantial amount of damage, but a healer item will take care of that, and temporarily stop the spread of virus in your body. There are also different types of pills that you find throughout the game that stop the infection temporarily, some longer than others.

The damage system is modified slightly to work better with the virus gauge. Once you reach the danger status and you get hit, your character falls on the ground and starts crawling while the gauge goes up at an alarming rate. A partner can help you stand on your feet (and you can do the same for another in need by moving closer and holding circle), and then give you a healer to get back in the game. The game's save system no longer requires ribbons, though a save in Outbreak is really a temporary continue point that gets deleted once you load it (the game automatically is reset once you save). This might sound harsh, but it's very appropriate given the average length of the scenarios which is about 1.5-2 hours per scenario the first time around.

By the default Japanese controls, X is the run button and it also serves as the special ability button if you're in the "ready" position (otherwise known as drawing a weapon in the previous RE games). George will tackle an enemy (it's a charge move so the longer you hold it, the stronger it is), Kevin will kick, while Yoko crawls and so on. Aside from the button activated ability, each character has additional abilities/unique characteristics as well (some more than others). To give you a better idea, Yoko has a backpack so she can carry 8 items at a time, while Kevin and Alyssa have a sharp shooting ability and Mark handles melee weapons well. George arguably has the most useful ability of preparing the pills that stop the spread of the virus by combing an herb with a medical kit he has.

Melee weapons are plentiful in the game, varying in sizes and durability. They do receive real-time damage and once they're completely worn out, your character simply throws it at the enemy. Perhaps the biggest, though very subtle change is that the weapon drawing button (R1 or R2) is basically the "ready" position button, so if you hold it without equipping a weapon, the special abilities still work and pressing the fire/action button will result in a tackle. That applies to all character but it's not as strong as George's special move tackle, though it does make thing more comfortable when you're trying to conserve ammo, or if you haven't found a weapon yet. It's worth noting that with the exception of Kevin, every other character starts off without any weapons.

As far the communication aspect goes, the game has a preset list of sentences for each character that can be used both offline and online. The square button triggers the "random" comments including the occasional chuckles, while the right analogue stick is used for more specific lines: Tap the stick to the left to trigger a cry for help, right for a "thanks" line, up to order partners to move, down to shout out a sentence to get out of an area as a group (e.g. "Let's go!" complete with a hand signal). The not-so hidden R3 command is simply for obnoxious comments such as "Your timing sucks!" and "Your worst than my ex-wife".

As far as visuals go, the game won't disappoint, especially when you consider the fact that it had to be designed with the limitations of an online infrastructure. The game is fully real-time with some great high resolution textures that make up very convincing and detailed environments; in fact, those are some of the best textures on the PS2 surpassing those of Silent Hills 2 and 3. The environments are very detailed, and aren't far behind pre-rendered quality, and at certain points, they are combined with some streaming FMV. The game was designed with a different approach than the Silent Hill games with lots of pre-lighting and shadows in the backgrounds to allow the best possible resolution (on the real-time textures) to mimic the pre-rendered look (undoubtedly an approach that's used in Resident Evil 4 as well). The Silent Hill games rely on the other hand dynamic shadows and lighting. Both approaches provide nice results without a doubt, but as far as pure eye candy goes, I'd have to give a nod to the first one. There are volumetric effects that are among the most realistic seen in a video game. The character models are equally impressive, and the designers managed to create extremely realistic looking character from fewer polygons (than an offline game).

What impresses the most is that the game has the best animations seen in the series; every character has his/her own unique set of animations (for the most part), and they're very fluid. The enemies are well animated as well, but the character animations really outshine them. It's worth noting that the running speed is similar to the recent Gamecube games, so it's slower, more realistic running and the speed varies from one character to another. In addition to that, the "blur" filter used in the Gamecube games is back as well, perhaps to add polish to the overall image quality; the game does have the best image quality on the PS2 with very little artifacts. However, the visuals aren't without any flaws as there is a noticeable clipping problem with the characters and enemies, and some low resolution textures in the fifth scenario that stick out. Once in a while, you'll encounter a momentary lag in certain stages with volumetric effects; otherwise, the game runs a very consistent frame rate (30 fps). To a minor extent, it's a bit disappointing that there is no progressive scan or widescreen support; we'll just have to wait for Resident Evil 4 for that.

The intro CG movie is extremely well done with some stylish directing, and the quality is excellent as well but certainly not on par with the Onimusha series CG. The rest of the CG movies are a mixed bag, and vary in quality from one scenario to another (since each scenario had a different director), but the overall quality is good though not spectacular.

The audio in the game is excellent all around. The enemy, door, and menu sounds are all recycled from RE3, but the samples are much crisper now, though the highlight of the game's audio is the new set of effects. Almost every character has unique footstep sounds (separate for walking and running) and they're extremely crisp much like the footstep sounds in the cut scenes of MGS2. There are also unique sounds for drawing/reloading weapons (not unlike MGS2) as well as crisp environmental sounds such as wind etc. The music in the game is well done as well, though it lacks variety in some stages; the game's theme and ending tracks earn high marks for being very memorable. With all this, it's a pity that the game doesn't support any form or surround sound, but we have yet to see a BH game to do so; again, one can only hope that BH4 will be mixed for Pro Logic II setups.

Capcom was apparently very cautious with the title. Having seen other major franchises' online only games sell considerably less in the Japanese market, they naturally added the offline mode in Outbreak. The offline and online modes are in fact very similar as far as content goes with the same five scenarios, but there are some differences. The online mode lets you play as a zombie for a brief period of time after the gauge maxes out, and there are a total of 4 players online (until someone dies of course) in comparison to the offline mode's offering of 2 AI partners. The AI is reportedly a bit more aggressive and there are more enemies on screen in the offline mode. In short, if you aren't able to go online with your PS2 (the game's broadband only by the way), you're not missing a lot so don't hesitate to get the game for the offline mode alone. You won't be experiencing only half the game if you don't go online; you'll basically miss out on co-operating with human partners and the short-lived zombie mode.

As far as replay value goes, there isn't much to complain. Aside from the replay value provided by the non-linear scenarios, the game has a collection mode where you can buy movies, music, playable NPC's, extra modes (new difficulty levels, solo single player etc.) and so on. The points are earned upon completing each scenario, and naturally, the better the rank, the more points you get.

The game certainly isn't flawless by any means, and I've already mentioned some of the graphical issues. However, the main problem is that the loading system is designed with the HDD in mind, without it, the loading time is about 12 seconds on average between rooms (it's less sometimes at 8 sec depending on the area). It's not something that can't be coped with after half an hour; if the loading takes more than 12 seconds, I advice you to run through a lens cleaning disc with bristles. The scenarios themselves are satisfying to play through the first time; afterwards, four out of the five can be completed in less than half an hour. Of course, you'll have to take several shortcuts and skip on some items to achieve the best times, and you get rewarded with points to buy several items as I explained earlier. The problem is that the game's enhanced game play engine makes you crave more scenarios, and of course, if the game's replay value options aren't your cup of tea, then the excitement might not last long.

Even with its flaws, Biohazard Outbreak is a great game with the most enjoyable game play in the series, even though it's still a side story that takes you back to Raccoon city. If you're a fan of the series, you'll love it but even if you're not, chances are that you'll like this one since it fixes the control issues of the past games and adds more to the game play. I highly recommend it even if online play isn't your cup of tea or are unable to take the game online, because the offline play is sufficient enough. If you are able to go online, then check it out to get a taste of online survival horror, a one of a kind experience.

The original Outbreak game was to feature 20 levels, however, as time pass, the development team only finished 5 and packaged them in the first Outbreak. File 2 contains 5 of those unfinished levels, as well as 6 bonus levels made just for this game.

Just as with the other Biohazards and the first Outbreak game, each scenario has a director, not including End of the Road and Flashback.

The regions that are explored in this game are: The Raccoon City Zoo, The Subway, an abandoned hospital in the middle of the Arklay Mountains, the Raccoon City Police Department, Underground Umbrella Labs and The City Streets and Rooftops.

Between the two Outbreak file games, this is the only one where you can play earned mini levels.

You can transfer all the purchased items in your collection database from Outbreak 1 to Outbreak File 2 without having to recollect and buy them all. A memory card is required.

file 2 mistakes

Both the Outbreak games end at the same time in time line, but they both end in different places. In the first Outbreak file game, the game ends with your character being escorted out of Raccoon City by helicopter, and the second game ends with your character down a highway looking back at the ruined city.

Flashback:
An abandoned building in a foggy forest. All around us were the echoes of some forgotten tragedy. Enveloped in evil, we pressed onward.

As wave after wave of the undead surrounded the city's last bastion of justice and hope, the time had come for the ultimate decision.

End of the Road:
The countdown to destruction had begun, yet hope remained. As confusion and anarchy tore the city apart, the time had come to stand up and fight.

This "training ground" scenario is meant to help you grow accustomed to the game's control scheme. Your goal is to make it from this room to the roof. Finish the assignment that waits there to clear this scenario.

Mark's trusty handgun is loaded with standard HANDGUN ROUNDS.

EXTRA ITEM: HANDGUN MAGAZINE
The HANDGUN FOR MARK and other handguns experience a sharp increase in reloading speed when this item is taken advantage of.

This allows Mark to take less damage from most enemy attacks. The virus contamination rate is not affected.

Usually tucked away securely in Jim's wallet, this coin can be flipped. "Heads" and "tails" have different effects, but what could they be...?

Simply by holding this item in your inventory, it has a special effect, though it is currently unknown.

SPECIAL ACTION 1: PLAY DEAD

Jim drops to the floor and stays dead to avoid enemies. His virus infection rate increases, though.

SPECIAL ACION 2: SWING COMBO
(Specially timed presses of the X button while holding the R1 button)
This can be performed while swinging weapons are equipped. It can be repeated many times in succession.

OTHER ABILITY: ITEM SEARCH
Even if it's the first time Jim's entered a room, the locations of all the items there will be displayed on his map screen as ?'s. *Item types are unknown until examined.

Using the COMBINE item command, George can make medicines with different properties out of various combinations of herbs.

EXTRA ITEM: CAPSULE SHOOTER
Use this to heal allies that are far away and in need of assistance. Simply load a capsule into the gun and fire at the desired target. The results will depend on the medicine.

RECOVERY MEDICINE: Recovers health.
ANTIDOTE: Cures poison status.
HEMOSTAT: Stops bleeding.
ANTI VIRUS: Temporarily stops the spread of the virus.

Stand near a locked door and choose the lock pick from the item list. 4 picks will be displayed. Choose one and use it with the USE command.

While in picking position, press the X button rapidly (cancel with the O button) to pick the lock. The time required differs depending on the pick being used. Be sure to use the right pick for quicker times.

EXTRA ITEM: STUN GUN
This item is equipped and used like any other weapon. It emits an electrical charge that harms nearby enemies. Recharge it by combining it with batteries.

Select an item you would like to insert and use the COMBINE command, followed by selecting the knapsack to insert it.

This special case can hold up to 3 of each kind of herb. These herbs can also be mixed while still inside the case. (*Multiple mixed herbs cannot be stored inside.)

HERB CASE CONTROLS:
Select the herb case from the item list to see what's inside.

ITEM COMMAND: AID
Approach an injured player and select the AID command from the herb's item command list to use a herb on that player. You can also do this while shouldering.

TAKING HERBS FROM THE CASE:
Select a herb or mixed herb from within the case and choose the item command TAKE OUT.Then, choose where you whould like to put it and confirm with the X button.

EXTRA ITEM: BANDAGE
This item protects against bleeding simply by being held. You can also use it to stifle the bleeding of others by shouldering them up while in possession of it.

DAMAGE
Examine your health with the EKG.
FINE (green) - unhurt
CAUTION (yellow) - minor wounds
CAUTION (orange) - minor wounds
DANGER (red) - grave wounds

POISON
Occasionally, you will be poisoned by an enemy. As time goes by, you will gradually lose health in this state. Your EKG will read "POISON" when this happens.

BLEEDING
Sometimes, enemy attacks will leave you bleeding. In this state, your speed decreases and movement depletes health. Your EKG will read "BLEED" when in this state.

VIRUS GAUGE
This gauge (viewable from the status screen) measures your viral contamination. If it reaches 100% you will die.

CRAWLING 1
If you take enough damage, you will hit the ground and begin to crawl. In this state, you are unable to attack or move from room to room.

CRAWLING 2
While crawling, your rate of viral contamination increases in speed. To get back up, you must either use a recovery item or be helped to your feet by another player.

MAPS 1
Press the square button to call up a map showing all rooms you have been to. if you find a map within the stage, all rooms will be displayed even if you haven't been to them yet.

Different colored herbs have different effects on physiology.

There are many combinations, each with unique properties.

CONFIRMING PARTNERS' STATUS
You can take a look at the virus gauge and items of your partners in the same room via the statue screen.

TAKING ITEMS FROM THE DEAD
If other characters have died, approach them and use the statue screen to scavenge useful item from them.

SAVING
If you examine the typewriters throughout the game, you are able to save your progress.

You are able to continue from that point, but if you save again, your old save data will be overwritten. (You may not create multiple save files.)

The number of times each typewriter can be used is limited as well. Additionally, you will find that if you clear a scenario after having continued from a save, you will incur a clear point penalty.

AIMING AND ATTACK
Hold the R1 button to prepare, use the directional button or left analog stick to aim, then the L1 button to cycle through targets, and the X button to attack.

RELOADING 1
Either COMBINE a weapon with the appropriate ammunition on the status screen, or press the L1 button with that weapon equipped.

RELOADING 2
Each bullet loaded consumes time. There are items, however, that allow for a full reload in a fraction of the time it normally takes.

SPECIAL ACTIONS
To climb stairs, ladders, or similar objects, simply bring the character near the object in question and press the X button.

GIVING ITEMS
Use the GIVE command after selecting an item to offer it to other players.

ASKING FOR ITEMS
Highlight a partner's item and use the ASK command to request it.

SHOULDERING
Approach a wounded friend and press the X button to lend them your shoulder. Press the O button to cancel the action and let go. AI partners also perform this action.

AD-LIB
Press the Triangle button and your character will make a comment appropriate to the current situation. You might just be able to glean some clues from this.

APPEAL
Communication via the right analog stick. When you have a request, need some help, etc, this communication system could save your life.

12 Opening Doors 1

You will encounter many locked doors on your journey. To open one, simply find and use the appropriate key.

When you examine a door, you will be given a hint about the required key. Be sure to search thoroughly for any keys you may need.

Once you have a key, stand in front of a door and press the START button to call up the statue screen. There, highlight a key and press the X button to open up the command list.

From this list, choose USE and confirm with the X button to use the selected key. If you have chosen the correct key, your character will unlock the door.

13 New File #2 Features

RESIDENT EVIL OUTBREAK FILE #2 is loaded with special moves and controls not found in the first game.

ACTION AIMING
By holding both the R1 button and the L1 button, the player can walk while in attack mode using the directional button. You will aim automatically at the nearest enemy.

GROUND GRAB
You are now able to pick up items on the ground while crawling, provided that item is on the same level as yourself. As usual, simply press the X button near the desired item.

New APPEAL: SORRY
Press the triangle button while holding the L2 button to issu an apology. This can be very useful when you have a slip up and want to explain that it was an honest mistake.

New AD-LIB: MAP AD-LIB
On the map screen (press the square button during gameplay), press the triangle button to announce the name of the room in the center of the map. This information can be useful.

NEW AD-LIB: FILE COMMENTS
On the file screen (choose FILE from the status screen menu), you will comment on the current page you are viewing. You may just uncover some useful hints this way.

14 AI Partners

In SINGLE PLAY mode, the other character will be controlled by AI. Your experience playing the game will no doubt differ depending upon how the AI character act.

These AI partners are capable of all the moves that you are. They can move, attack, use items, talk, help, trade items, etc. They can also take damage and die.

It's up to you how you will interact with them. Will you help them when they're in trouble or use them as a shield to cover your own escape. It's entirely up to you, but your acions may have consequences.

AI PARTNER'S MOVEMENT AND ORDERS
AI partners may choose to move with you, or they may wonder off on their own. Their actions may even change based on your own status or progress through the scenario.

APPEAL to AI partners using the right analog stick. Of course, just like real people, they have their own personalities and they may not always be willing to follow orders.

One piece of advice is to wait a few moments before addressing them again if they ignore repeated requests. They could aso be simply be out of earshot. Make sure they are close enough to hear you clearly.

Normally, nearby partners will act on orders given. Use the APPEAL shift function (hold the L2 button while using the right analog stick) to call out characters' names and address order to them specifically.

AI PARTNERS ITEMS
AI partners are capable of holding items just like you are. You are then able to freely exchange and combine items with them as you see fit.

AI partners use their own judgement to use, equip and reload their own items. Their methods will differ depending on their personalities. Some may use recovery items immediately. Others may wait.

You are able to trade items freely with AI partners. Request items you are interested in by highlighting them and choosing the REQUEST command on the subsequent menu. You may aso PRESENT items to them.

Usually, when offering an item the nearest AI partner will snatch it, but if you use the APPEAL shift feature to call out a specific name first, you are able to choose who will be the recipient of your offer.

AI partners are free to obtain and use items even seperated from you. When you again cross paths, check the status screen to see what they have found. They may just have an important item for you sometimes...

Deciding which items to carry is key to survival. It is up to you to decide which items to hold onto yourself and which is entrust to your partners. Manage your items carefully if you want to stay alive.

15 Shouldering Up The Injured

Approach a crawling partner and press the X button to offer them support. Since the virus gauge builds faster while on the ground, it is a good idea to help them as soon as possible.

You can also walk while supporting another character on your shoulder. Press the O button to release them and return to your normal state.

16 Getting Items From AI Partners

You are able to order AI-controlled partner characters to use or hand over items during the course of the game.

ASK TO USE
Highlight a partner's item and select it with the X button. Then, select the ASKTOUSE command and press the X button again. In this way, you can order them to use that item.

Of course, there are some instances when this command cannot be followed due to the nature of the item in question.

REQUEST
Highlight the partner's item and select it with the X button. Then, select the REQUEsT command and press the X button again. In this way, you can request that item.

Remember that these AI-controlled characters can and will occasionally refuse requests based on how well they get along with you.

PRESENT
Highlight the item you wish to offer and select it with the X button. Then, select the PRESENT command and press the X button again. You will hold out the item and offer it.

There is also a shortcut feature that allows you to offer items simply by pressing the triangle button while highlighting the item. Be sure to take advantage of it.

You can also call out the name of a specific character just before offering items in order to get their attention and give it to them in particular.

17 Opening Doors 2

There are instances in which you can open locked doors without a key. If you see the message "The lock looks fragile", try breaking down the door with attacks.

If you're having a hard time finding a certain key, and there are no enemies nearby who need your attention, you may want to try breaking down the door. Stronger weapons do the job faster.

18 Taking Items From Corpses

You are able to salvage items from dead or zombified bodies of fallen allies.

While in the same room as the body, open the status screen. The items on the body will be displayed as usual. Simply highlight any items you wish to take and press the X button to select them.

Choose the TRADE command from the item menu of the statue screen with the X button, then selecting either the item you want to trade or an empty spot in your own inventory.

19 Reloading

LOADNG VIA THE STATUE SCREEN
COMBINE your firearm and the appropriate ammunition to reload. When you use this method, the weapon you are loading will automatically be equipped to save time.

You will continue reloading until the gun is full or you run out of ammo. Press the O button to cancel a reload in progress. You are not able to move while reloading.

SHORTCUT RELOAD
With a firearm equipped, you can reload for as long as you hold down the L1 button. in this way, you can bepass the statue screen. Release the L1 button to stop reloading.

You must be carrying the appropriate ammunition on your person in order to reload. There are items in the game that can drastically reduce the time it takes to reload.

20 Crawling

When injured and crawling along the ground, both movement and attack are severely limited. The virus gauge increases in speed as well. If you notice a nearby item while crawling, press the X button to pick it up.

Use of a healing item will allow you to pull yourself up to your feet. (These items are slightly less effective in this state.) Other characters can also pull you to your feet.

21 Weapons And Attack

Press the R1 button or the R2 button to enter the attack mode and press the X button to attack with the equipped weapon. Use the directional button or left analog stick to aim. (Some weapons do not apply.)

When no weapon is equipped, the X button unleashes a tackle when pushed in attack mode. By pushing the directional button or left analog stick down or away while doing so, you can perform a kick.

Pressing the R1 button will aim automatically at the nearest enemy. Pressing the R2 button will aim in the direction you are facing. Press the L1 button toggle between multiple targets when applicable.

23 Joseph's Notebook

I guess it's only natural to start forgetting things after having been gateeeper here for 20 years. Take that code to the back gate that they change each month, for exampe. It's ony 5 digits, but I still forget it.

I figure the best way is to just set the lock to the first 5 digits of the serial number written on the back of it. That way, all I have to do is flip the lock over and read the number.

That might seem irresponsible, but I couldn't imagine anyone actuay figuring out that the combination is written right on the ock. The problem is whether or not I'll remember. God, I'm getting old...

Notice of completion of repairs. The previousy reported problem with the flow of electricity within the zoo has been repaired. A test wil be run at 9:30 AM to double-check the system.

When I was cleaning up the junk around here, I came across an old BGM tape. I played it to see what it was, and it was the old zoo parade theme.

According to old man Joseph, there used to be a big elaborate parade in which they outfitted elephants in Christmas lights up until about 15 years ago. He says Oscar was the star of that parade for years.

Oscar sure has been acting strange lately. He's not sick or anything, but he just won't calm down. He got so excited at feeding time today that he broke part of his cage.

Nothing like that's ever happened before. Maybe I'd better have the vet take a look at him.

Lloyd's been put on "emblem duty" this week, so he'll have to stick around longer than usual. He won't stop bitching about it, but he's got it easy, really. The dome is close to the front gate, after all.

Speaking of which, I guess the dome is getting shut down toward the middle of next month. They're too damn cheap to tear it down, so it'll probably just sit there for years and rust. What a waste.

The body of an unidentified white male has been found in the Aimes River in the northwest Arklays.

At least half a year has passed since the man died, so the body has been impossible to identify. Powerful steroids, along with other drugs, were found in the body, and police are suspecting foul play.

The river has ong been used by local pharmaceutical companies as a dumping ground, and links to illegal activities in connection to that have not been ruled out.

Manually disengaging the connector:

Usually, the connector is disengaged via the controls at the driver's seat, but manual disengagement is possible in emergency situations.

By removing the cover on both sides of the connector, the connection is disengaged. To do so, insert the 2 emblems that operate as a key to the mechanism. Match them up to the joints in back and insert.

This operation should only be attempted in emergencies. Removing the emblems from storage and transporting them without due cause is strongly discouraged.

The cause of last month's onboard fire has been determined. When the train made an emergency stop to avoid hitting debris on the track, a short circuit occurred in the brake system's power supply.

To prevent further accidents in the future, a policy has been developed to cut all power to the tracks in the event of an emergency stop. Only after the situation is under control will power be restored.

To activate the emergency electrical supply, power must be rerouted via the breaker room. Each section is requested to run routine maintenance and checks to ensure preparedness.

UMA in the Arklay Mountains? An enormous insect measuring an estimated 6 feet and sporting a formidable set of pincers has been spotted in the West Arklay region.

Campers recently reported the sudden appearance of 2 or 3 of the beasts near their tent, crawling low to the ground. Their hunting dog was attacked and spent 2 weeks under a veterinarian's care.

Graham Barrows (52), an entomologist and assistant professor at Raccoon University, insists that no such insect could possibly exist. He refers to the rash of sightings as "Nothing more than mass hysteria."

Recently, the storage room has been the stage for a rash of missing and presumed stolen items. As a result, an electronic lock system has been installed to guard against further theft.

For the item being, the lock can only be controlled from a special room. In the unlikely event of a power failure, the lock will engage automatically, but resetting power in the breaker room unlocks it.

It is regrettable that such precautions had to be taken. I expect everyone to thoroughly and sincerely consider their actions from now on.

The more I find out about that hospital in the mountains, the more unsettling the whole thing becomes.

Details about mysterious patient deaths are never reported and details on drug suppliers and routes are buried too deely to uncover. There is no doubt that the local pharmacy chain "Drugs Inc." is

entangled in the mess as well. The trail is getting harder and harder to follow. What can I do to get to the bottom of this mystery?

I've devised a plan. First, I must collect as much evidence as I can. It's likely that experimental drugs are being illegally tested in that hospital.

I need to get my hands on some of these drugs and get out. With hard evidence like that on my side, they won't be able to deny anything. But I'm not up against amateurs. I must exercise caution.

Tomorrow night. I'm going to pay the hospital a little visit. It could be dangerous, but someone has to stow them that money and influence isn't the only kind of power out there...

48 Doctor's Confession

I can hardly recognize this place. Perhaps the plants are subject to the experimental drugs' effects. All I know is that I will die today. I will go to hell to pay for what I have done.

I was one of the doctor's involved in the experiments here. The test drugs supplied by Umbrella were routinely administered to patients and results returned to the company. We were trading human lives for money.

Their scheme had run off the tracks. They were completely out of control. I've only recently come to know that the data is apparently being used by Umbrella for the development of biological weaponry.

We are all criminals here, but the Administrator alone had the ultimate motivation in his wife. Her disease had been declared incurable, and the prognosis had driven him to try any and all means to help her.

It wasn't long until the police got wind of the illegal drug imports, but they never pressed charges as threatened. That's when I first became aware of Umbrella's power. They even control the police.

After what happened with the reporter, we thought the hospital could not longer slide beneath the media's radar. We were wrong. Money makes the world go round, and it also keeps people quiet.

It's been 5 years since then. I've moved on. Move away from Raccoon. But I still hear the screams. They never stop. Perhaps this insanity is some sort of divine punishment for my crimes against humanity.

I doubt anyone will ever read this, but it doesn't matter in the end. Nothing matters now. I've had enough of this. All of it. All I want now is sweet release.

I can hardly explain my surprise at finding this abandoned cabin. The strong vines...the gigantic tropical flowers...I was convinced that I'd discovered a new species.

This is no good. The plants seem to possess a will of their own. They move as if controlled by intelligence. They have blocked the only door to the cabin.

This police station was originally used as an art museum. It closed in the late '80s and was purchased cheaply by the RPD for use as a station because of its central location and ample parking.

Chief Irons himself is said to have been the mediator in the deal. All the equipment you see around was thanks to his suggestions, too. He says it's all to fight crime, but we also think his art obsession helps.

The various air conditioning ducts used during the building's time as a museum were abandoned during the renovations, but not completely. The ducts themselves still exist, and might even provide a way out.

And there's always the main hall with the statue in it. It used to be the main exhibition space, and there was probably a way to move large pieces in and out. Perhaps it still works. Might be worth checking out.

Of course, if we trust S.T.A.R.S. No, forget it... There's no use grumbling. Anyway, there might be some chance of getting out with their help. Maybe I'll check it out. I certainly don't want to die here.

A titarium frame has been instaled to reinforce the cultivation tanks. In the unlikely event of another breakage, the doors are set to lock automatically to isolate the threat.

Once the lock is set, it will only open when the sensors indicate that the life form in question is dead. This ensures that any dangerous life forms are contained within that room with no chance of escape.

There are two ways to open the lock. If the life form sensor is not deactivated, the door will remain locked until the creature dies. Short of an unlikely suicide, this method is unreliable.

September 16
We've recenty taken on a new subject: the Hunter U, a smaller version of the regular Hunter. A number will be in our care for two weeks starting today.

The computer system has issued warnings that the power level is insufficient for proper containment. We've prepared a store of weapons for emergencies. I certainly hope they go unused.

The remote control you ordered is ready. It was really hard to tune the frequency so as to not be disrupted by other machinery operating nearby.

As I explained before, you need to be within 6 feet of the target and hold each button for 2 seconds or longer for the signal to transmit properly. These compromises were necessary due to the unit's size.

CTS Mine Detector Outline:

This device is designed for the detection of claymore anti-personnel mines. When detected, an alarm sounds to alert the user.

Concerning AT1521:

The reagent known as AT1521 (hereby referred to s "AT") is designed to slow the spread of the T-Virus in infected individuals.

My Personal Review:

This game hasn't changed much at all, except the scenarios.  So my opinion on the first Outbreak File game still stands with this game.

“The fear spreads further. The terror goes deeper. Even your friends can’t save you…”

File #2 seems to be a bit like marmite. You either love it or hate it. As a European gamer, file #2 has added something new to the outbreak series for me: online play. The first installment unfortunately did not include this, but now PAL gamers can enjoy running around Raccoon City again. But how much can they enjoy it?

Online Play:

For me, it was a new thing. To be honest, I enjoy it very much so. Basically, you connect to a server and join “rooms” which then allow the game to begin. This is the only stage where you can communicate effectively with your partners, so I thoroughly recommend a USB keyboard to save time when chatting in the room. When the scenario begins, you and your team mates have to work together to get through the level. This is where outbreak’s main flaw is- voice communication (and the lack of it). Capcom claims that it would ruin the mood, but it would have been nice to have had the option because the pre-determined sound bites that you say by moving the analogue stick, just aren’t good enough. It was really a struggle to work out how to do the puzzles when all you can say is yes and no. The “ad-lib” that’s meant to give you context phrases, just says things like “hmmm” and “are you alright?”. However, if you can get over this then you can have a lot of fun online with your friends, especially on modes such as “Showdown” (fighting a series of bosses) and “Elimination” (shooting lots of T-virus infected creatures).

Graphics:

They don’t really matter in this game. They’re neither drop-dead gorgeous, nor poor. I’d consider them really good for the PS2 and it’s great to see the RPD made fully 3D and other such areas as they’ve been moved onto the PS2. It’s nice to see an end to the pre-rendered background.

Gameplay and Story:


Very fun if you have the patience to wade through the puzzles and such online, but single player really isn’t worth it. There’s also an RE first where you can move and shoot at the same time! There is huge replay value (Just ask forum user, Kowalski). New modes, difficulties, costumes and hundreds of goodies to unlock via accumulated points. With 8 different characters and 5 different scenarios, there are lots of combinations to replay the game. You can even port your old saved stuff from file #1. In terms of what it adds to the story, the scenarios are generally considered “What if?” situations, though many of us try to justify their position in the overall plot.

Gameplay and Story: 7/10

Other notes:

In my personal opinion, it’s bitterly disappointing that online Resident Evil was scenario based in a situation that didn’t make sense within the story line. I personally would have preferred something like RE1 except everybody computer controlled and maybe a couple of NPCs. A huge Raccoon City to try and escape in teams of 5 or something like that would have been good too. However, Outbreak falls far short of these dreams. I’d recommend a purchase to people to experience the online play, because it can be fun. It’s also brilliant for fans of the series who want to know more about the RE world.

Overall rating: 7/10

Capcom can do better and, hopefully, someday will.

25th - In the morning the Army barricade the city

26th - Hive, UBCS deployed in Raccoon. First attack on the RPD from zombies.

27th - Below Freezing Point, RPD's last stand - survivors retreat to the station. Zombies break down the west barricade of the RPD - the first appearance of the Licker at the station.

28th - Resident Evil 3's first half, Army clear the barricades and leave the city its doom. In the early morning the 4 remaining RPD officers leave for the sewer.

29th - Resident Evil 2, (Leon and Claire arrive during the night)

30th - Leon and Claire leave the city during the morning.

1st October - Jill awakens from her slumber. Decisions Decisions, then shortly after the final helicopter has taken off carrying Outbreak's survivors, Jill makes her Last Escape.
