The nightmarish plot of Umbrella Corporation is revealed as well as a big surprise who goes out to eliminate Jill and all members of S.T.A.R.S.

Producer Shinji Mikami was originally against calling this game "Biohazard 3". He felt that Biohazard Code: Veronica (2000) (VG), which advanced the story more than this game did, was the "true Biohazard 3" and that Biohazard 3 should've been called "Biohazard 1.9". According to Japanese sources, the name of the female hostage in the Mad Jackal mini-game is Lucia Rosso, Dario Rosso's daughter (whom is killed in the main game).
The Design for the Nemesis was originally a rejected design for the Tyrant 02 (better known to some fans as Mr. X) in Biohazard 2 (1998).

This is the first Resident Evil game to have two different kind of hunters; Beta and Gamma.
This is the only Resident Evil game to use the beta species of Hunters.
When you get to the St. Michael Clock Tower, and camera angle changes to show the clock tower, you can see that the time is 11:00 after the cable car crash. Which means you spend 1 hour of timeline time in the clock tower.
1. The front of the RPD building shows barriers and blockades, but in Resident Evil 2 (later in the timeline) the front of the RPD building is without barriers.
2. The window the Nemesis busts through isn't broken later on in the events of Resident Evil 2.
3. There are doors in the police station that are sealed and boarded up, but the next day when the events of Resident Evil 2 takes place, those doors are unsealed and not boarded up. In fact you can search through those sealed rooms.
4. In the RPD's dark room, Jill is able to open the locker and claim some items, but later on in the events of Resident Evil 2, you need to use a key from Zombie Brad Vickers (who's dead outside) to open it.

It was then that through many donations and hard work, our city was able to rebuild the municipal building, create a state-of-the-art hospital. In honor of these fine accomplishments I was awarded with a grand statue that same year. The statue rests in the municipal building. I came to this city as an engineer more than 35 years ago. I made contributions to the electric systems, and to the installation of the cable car. I pledge to follow the tradition of this fine city and will devote my life to it's prosperity. After I've become a meal for those undead monsters, will the G.I.'s responsible for sealing off the town laugh upon discovering my corpse? So this is how it's supposed to end? I don't want to die. I'm just not ready... My wife, daughter, mother... My entire family has been killed. But none of that matters anymore. Right now, my life is the only important thing. That's all that matters. I never would have pictured my end to be like this. I had so much left to do. Rather than becoming a salesman, I should have tried my hand at being a novelist. It's what I've always wanted, but my mother would only tell me you have a long way to go. Why did I ever listen to her? But this looks like the end for the great Dario Rosso, novelist extraordinaire. I can still hear the screams coming from behind. The sound of his flesh being stripped from its bones. I was afraid... terrified... It's the 27th. The fight to stay alive continues. I took out several zombies who managed to break through the barricades. Now I'm cutting through the chill with whisky, unloading my Mossberg on anything undead. That shotgun's become a close friend of mine. I've blasted many a zombie into fertilizer with it. We've lost 13 men as of yesterday. In 3 hours, we'll bicker over trivial things in the meeting room. It's a total waste of time. When I finish this bottle, my old friend Mossberg will be turning one last body into fertilizer. Peace at last. I can hardly wait... Special, but he calls it the "Samurai Edge". It's the most balanced of the Kendo custom guns. Joe said, if you miss the targets with this, you should carry a teething ring instead of a gun in your holster. The goods will be delivered along with their proper documentation. I'm sure you'll be surprised when you see what kind of excellent parts are used for the M92F. I know you'll want to thank the good people who developed it. Part of the electricity is stored in the big battery installed in the facility's underground area. The electricity is used as an auxiliary power source. The auxiliary power circuit will be activated once the three "auxiliary circuit units" are properly placed in their sockets. In case the circuits are not connected automatically, a person can connect them manually to activate the system. Some of the medicines in the storage room are unstable and their quality will deteriorate under changing temperatures or humidity. Therefore, you must remember to keep the temperature the same in the storage room at all times. You should personally check it everyday. Although the computer checks it around the clock, a machine is not perfect. Try and remember that a machine is no more than a tool to be used by people. You must check all personnel coming and going to the storage room. Many dangerous drugs are stored there, if any of them are missing you have a serious problem on your hands. The door to the storage room is always locked, but when you let personnel into it, you will need to have them hand in their documents. And above all else, remember that if you find anything suspicious, contact your boss immediately. If you forget your password to lock the door, try and remember that it is a word that everyone is familiar with. Don't forget that once a new product is shipped, the password will be updated again. If they have a bad day and are malfunctioning, you'll need to take a good look at their circuits for any trouble. Once you discover what's wrong, you'll be able to fix it easily. I'm sure that you'll be able to avoid those nasty little malfunctions if you check the parts every day. These old trains will surely have problems if you don't remember to check them out. Just remember that if you need to replace anything, you have to choose a suitable part. When I say suitable, I mean that even if you can't find another original part, you'd better find something that works good enough. Even with regard to oil, you must always prepare good quality oil for these trains. Never forget Kevin that a man may betray others, but a machine won't. Mercenary's Diary September 1st Following six months of intensive training, my body's edge has returned. I was a good soldier, but they ordered my execution with no reason given. September 15th I ended my vacation short and returned to the HQ office. It looks like my U.B.C.S unit's been called into action. Umbrella maintains it's own paramilitary unit to counter corporate terrorism and V.I.P. abduction. In addition, they have night men who specialize in handling problems caused by illegal products. I'm currently a member of the latter. September 28h Dawn's here, but we're still slogging through this nightmare. There are no provisions of any kind here. The undead walk the streets feeding upon the flesh of the living. Given the choice again, I would rather have been executed. Death row was a heavenly asylum compared to this place. I've chosen to pull the trigger myself, in the hope that my dead body won't come back to life. File location: At the rear of the Church's 1st floor is a small art gallery, where you'll find a dead solider and a civilian wrapped in spiders web. Operation Instructions Order for U.B.C.S. Echo Team: Wipe out the downtown area of the infestation and then evacuate the remaining citizens to the clock tower. Evacuation Procedure: 1: Once the mission is complete, or when it becomes too impossible to accomplish, evacuate immediately. 2: We'll deploy a helicopter that is waiting in the suburbs, to the yard in front of the clock tower. 3: When you are ready for evacuation, ring the bell of the clock tower to signal the helicopter. Reporter's Memo At last I have found the evidence I need to prove that the "cannibal disease" is indeed happening in this city. One man actually ate people to death. He was like a savage animal tearing away at new flesh. It was completely disgusting. I have heard rumors that many people are also suffering from this disease now. However, the causes of the disease is not yet known. Is this another mystery of the present disease? I will have to check on it... They have placed Raccoon City under martial law because of the cannibal disease. I have lost contact with the media outside of the city, but I won't give up. As a journalist, I won't keep my eyes shut and walk away. I have a duty to the people and my profession. I don't think the disease has spread nationwide yet. I believe that this city holds the key to it's creation and cure. In fact, I'm sure of it. The military has set up blockades around the city to keep people from escaping and spreading the disease. Most of the citizens have either died or have come in contact with the disease. I know that it is the right decision to quarantine the city, but I can't help but pity myself. If I am infected or eaten, it doesn't matter. My fate is already sealed. All I have left is my journalism. I won't give up until I solve the mystery of this deadly disease. I have just discovered that the disease is not spread through the air, but by some other means. Supervisor's Report The endurance ability of the contaminated guinea pigs is truly incredible. Even when shot in a vital area, they can sometimes survive for several days without taking care of the wound. However, after prolonged exposure to the virus, the guinea pigs' intelligence level decreases to that of an insect. Even though reviving the dead seems too disgusting, the virus may still be of use. If we inject the virus into our POWs and release them, they would return to their units and then turn into zombies. This plan may work well for us in the future. In certain areas, the virus seems to have caused the mutation of animals and plants. It may be difficult, but it'll make a good sample for the bio weapon development. I've heard that there is a giant alligator, but I have only encountered a giant creature moving under ground. I don't even want to imagine what creature spawned that monster. I encountered "NEMESIS". If I didn't know about it, I'd have been contaminated and would have become one of them by now. If it is still walking around in the city, it's mission is not yet over. S.T.A.R.S. members must be very tough, since they have survived until this point. However, they cannot hold out forever... Once your mission is complete, evacuate the area. Remember that you must not help anyone who is not a supervisor, nor bring back anything that might be traced to where it belongs. These patients suffer from gangrene and congestion of their blood at first. Then their mind slowly deteriorates. In the end, there is nothing left of their mind. When that happens even mercy killing seems pointless. After all, they are already dead...
Another patient has been admitted to the hospital. He is showing symptoms of the first stages of the disease at this point, but... I haven't been able to sleep at all these past few days. I refuse to let these patients become "zombies." I am not just an ordinary citizen. I am a doctor. Even if I die, my clinical charts will contribute to finding a cure.
We lost most of the doctors and staff during the battle against the "zombie" patients. It's impossible to maintain the hospital under these conditions. And, I know that it's too late for me. I am beginning to feel that same itchy and hungry desire that all of my patients felt.

You can create various kinds of bullets by mixing the different Gun Powders. There are 13 different kinds of Gun Powders in all.

B: Shotgun Shells
C: Grenade Rounds
A + C: Grenade Flame Rounds
B + C: Grenade Acid Rounds
C + C: Grenade Freeze Rounds
C + C + C: Magnum Bullets
If you combine a certain type of Gun Powder with Grenade Rounds, special types of Grenade Rounds will be created.
If you repeatedly create the same kind of ammunition, your skills will be improved, and you will be able to create more powerful ammunition.
Two weeks have passed since that day. My wounds have been healed, but I just can't forget it. For most people, it's history now. But for me, whenever I close my eyes, it all comes back clearly. Zombies eating people's flesh and the screams of my teammates dying. No, the wounds in my heart are not healed yet...
Chris has been causing a lot of trouble recently. What's with him? He seldom talks to the other police members and is constantly irritated. The other day, he punched Elran of the Boy's Crime department just for accidentally splashing Chris's face with coffee. I immediately stopped Chris, but when he saw me he just gave me a wink and walked away. I wonder what happened to him...
Midnight. Chris, who has been on a leave of absence for a "vacation", called me so I visited his apartment. As soon as I walked into his room he showed me a couple of pieces of paper. They were part of a virus research report entitled as simple as "G". Then Chris told me that, "the nightmare still continues". He went on to say that "it's not over yet". Ever since that day he has been fighting all by himself without rest, without even telling me.
Chris left the town today to go to Europe. Barry told me that he would send his family to Canada and then he would follow Chris. I decided to remain in Raccoon City for a while because I know that the research facility in this city will be very important to this entire case. In a month or so I will be joining them somewhere in Europe. That's when my real battle begins...
Today is my 30th birthday. I was transferred to this facility today. I am very happy because the work environment is very different from life in the university.
The disposal system has been completed. Using a special kind of gas, it can decompose the cells of the guinea pigs. We have to try this out before beginning practical usage of the system, since it is not 100% stable yet.
While I was checking the treatment room, the door shut, and I was locked inside. I couldn't get out for one hour. I guess even if you have the key card, it's useless when you're locked inside.
The guinea pigs we have to dispose of are increasing. The system is not working smoothly. The laboratory staff doesn't listen to my opinions and I am getting extremely frustrated.
We can't dispose of all the bodies and the quality of the liquid medicine is not good enough, either...
Though the function of the system decreases, the number of the bodies we have to dispose doesn't. The infection level has increased and the antibodies we are using are no match for the new mutation of the virus. Some of the workers have been infected by the disease. I have continued to work, but I always keep a gun with me. I must remember to save one bullet for me. I want to weep. I don't want to die here. Since this plant is a facility under the disguise of a deserted factory, civilians will sometimes enter. If this should occur, do not hesitate to shoot them. If they choose to surrender, arrest and then transfer them to the laboratory as new guinea pigs. You will be rewarded.
This entire plant is controlled by an epidemic prevention system. When contamination is detected in the treatment room or decomposed specimen pool, the plant will automatically be locked down for isolation. In that case you must follow the manual to unlock it. If the contamination is over the limit, the whole system will automatically lockdown. Then, you must remain in the plant and wait for subsequent orders. Those who leave the facility without permission will suffer extreme consequences.

The "Live Selection Choice" feature offered in the game gives different outcomes to a certain section of the game. Examples include making the game harder or easier by obtaining different objectives and allowing the character in use to encounter different items that may be scattered in the different area
The Gamecube version, while marketed as being a direct port of the original Playstation version, this is not entirely true. The most important difference comes from the full motion video sequences. While the full motion videos in the Playstation, Dreamcast, and even PC versions were played back in 15 fps (frames per second), the Gamecube release sourced the full motion videos from the original 1999 renders which means the videos are played in a very smooth 60 frames per second, similar to Biohazard 2/Resident Evil 2.
Synopsis
This is the mini-game that you unlock by beating the game through one time on any difficulty. The whole point of this is to be able to purchase weapons with unlimited ammo for use in the main game play. It goes like this - you have explosives in your body. You have a time limit. You must get from the Train to the Warehouse in the time limit. But there are ways to increase your time limit. This will explain pretty much everything about the mini-game.

The following locations are where there are people to be saved. For every person you save, you get 20 extra seconds. They also drop healing items and ammo that can be very useful. AND, most importantly, for every person you save, you get some additional money. People can be saved at the following locations:

Tips for saving or gaining time or money:
For every enemy you kill, you get more points and additional time added to your time limit. Every time you use the dodge feature, you get an extra second. It really doesn't help, but if you are good at it, it can get back the extra second it took you to dodge while avoiding enemies. If you remember the small room where you first see Brad run out of, and at the bottom is the dead cop who you get the shotgun off of, you can go down there. Approach the dead cop for an extra two seconds on you time limit. An excellent and easy way to gain two minuets is to take out Nemesis Form II if he appears by the wrecked bus. Take him out to gain two useful minutes!

WARNING! Subtracting points
Every time you fire a rocket from the Rocket Launcher, you lose points. Every time you use a First Aid Spray, you lose points. The lower your points, the less money you receive. Only use either when necessary, or if you plan on playing the Mercenary mode many times. It really isn't really that much of a big deal to use either.

But still they didn't have detailed information on the Umbrella lab so they used the wrong lift. (They invaded from the train pass) At the same time, Umbrella already knows about the information and gave the chopper pilot an order to drop one Tyrant to R.P.D. and drop the rest of the Tyrants at the plant. While the soldiers and Tyrant fought in the plant, Umbrella special forces captured the G-virus from the laboratory. The rail cannon that the US military brought toward G wasn't used for unexpected Tyrant attack.

To make him special, we put parasites on him, Nemesis is a prototype, he has stitches and some muscles stick out on his body.

Nemesis changes to 3 different forms, but he is not changing to revolute like "G" from Resident Evil 2, he changes by damage on his body. In Nemesis 2, his jacket is gone and those parasites were out, so he can use those parasites to attack character.

We had a hard time to design this monster. We tried to make this monster as disgusting as possible.
It is hard to see but Nemesis 3 is in the condition of multiply parasites in his body and walk on 4 legs with stomach above. Those tusks look like things sticking out from the top is his lips.

Tatsuya Minami, Director of Capcom Studio 3

Has also been involved in porting many games, including RE3."When did you get the idea of porting RE3 to the Dreamcast?"
Minami: We had plans on porting the Resident Evil series to the Dreamcast when development of Code: Veronica first began.
"Was there a point where your staff had a hard time porting the game?"
Minami: I thought the porting process went relatively well. However, the hue (tint) is a bit different between the PlayStation and Dreamcast versions and it might had taken a bit more time adjusting that if we did.
"There are various kinds of fears, including those covered in the series such as 'claustrophobia' (in RE1) or fear of being chased. What is the most terrifying kind of fear in your opinion?"
Minami: Even though action-based fears seems to be the current trend, I personally prefer mental fear. I'm thinking on fusing mental fear with visuals in the future.
"Who is your favorite Resident Evil character?"
Minami: I have no specific likes or dislikes, since every character is unique and important in their own way.
"And finally, what's your message to players?"
Minami: Here in Capcom, we are focusing on multi-platform developing and we would like to offer the same content to various hardware. Therefore, we aspire to please those who want certain games on their preferred platform and would appreciate to hear your feedback.

"There's an unusually high amount of bonus outfits in RE3. On what criteria were they selected for the game?"
Kawamura: I'm certain each outfit went through strict examination by Director Aoyama and underwent several tweaks. I think it's fun to see Jill in attires that she is not usually seen wearing.
"Who is your favorite character in RE3 and why?"
Kawamura: That's a difficulty question for me. I must say that the three mercenaries characters are always on my mind. Due to the diverging paths in the game, each of their motives can only be known through certain cut scenes, so please try playing through the game with all the possible alternatives in my mind. And even though he doesn't play much of a role in the story, the voice actor (Tony Rosato) who did Dario Ross, the old guy in the beginning, does a fierce performance! By the way, he also did the voice of the Chaser (Nemesis).
"The boss who provides the reward at the end of 'The Mercenaries' mini game appears to be some sort of authorized personnel of Umbrella. What's the background on him?"
Kawamura: Here's the truth about The Mercenaries. The Mercenaries is a secret pay-per-view broadcasted by Umbrella to select subscribers, limited mostly to nobility and high-paying government officials, as it's a popular program among the millionaires of the underworld. The mysterious man who provides the instructions to the mercenaries and the reward is the producer and host of the program, who broadcast the mercenaries' actions live via satellite with a monitor installed by the supervisors and an advanced microphone (along with a small bomb) implanted into the mercenary himself. The timer atop the screen which shows the mercenary's remaining time increased in real time based on approval (viewer) ratings. The soldiers that fight heroically, the ones that save civilians and allies and destroy their enemies accordingly, are given extended televising time so they can have more time to escape. If one has enough approval and can reach the goal before the televising time runs out, then the mercenary is free to go. However, if the mercenary cannot get enough approval ratings and runs out of time, then the camera will be turned off and at the same time, the mercenary is killed off.
"Which scene in RE3 left the biggest impression in you?"
Kawamura: "Even though there were lot of good scenes, I think the climax, destruction of Raccoon City, was especially impressive, wasn't it? It's a very unexpected and overwhelming scene to watch, even bearing in mind that it's not real and just part of a game or a film. It's not just an ending to a story.
"Can you tell us what Jill's been up to since she escaped Raccoon City?"
Kawamura: She probably went to Europe, to put an end to the Umbrella Corporation. I cannot reveal the details. If you clear RE3, you will be given an Epilogue file showing what she's been up to. You'll be pleased.
"Are there epilogues in RE3 for supporting characters such as Barry and HUNK?"
Kawamura: Yes. They're unlocked in the same way, by finishing the main game. The game must be finished several times to view all of them since they're unlocked sequentially, but try to do everything in your power to get them. There are eight epilogues in all. If finishing the game eight times is too hard, then please get a friend to help you out.
"What's the relationship between the Nemesis and the Tyrant?"
Kawamura: The Tyrant was a Bio-Weapon developed by the American branch of Umbrella, while the Chaser (Nemesis) was made in Europe. There's an internal competition by the two branches within the company, with the brilliant Dr. William Birkin of the American branch being a step ahead in regards to the development of infantry-type Bio-Organic Weapons (which serves as a substitute for human soldiers). The European branch was not happy at this, so they united to conduct repeated research on an original concept. The European 6th Laboratory finally succeeded by developing a "B.O.W that strengthens the B.O.W". That was the "Parasitic Organism Nemesis". The Nemesis was implanted into the Tyrant, which underwent training and adjustment in the European branch to become the Chaser. Even though its specs surpasses the regular Tyrant, it doesn't have the same elegance as a weapon and it isn't much of a commodity. At the end, the Nemesis in its present stage is merely an experimental bio-weapon.
"There's are a few new types of enemies in RE3, such as the Hunter Gamma and DD (Drain Deimos). Were there any BOWs that were rejected during the stages of development?"
Kawamura: During the development stages, we did considered bringing back some of the bio-weapons from previous games. These included the Neptune and Chimeras. In RE3, there are experimental BOWs like the Nemesis and Hunter Gamma, as well as mass-production BOWs such as the Hunter Beta that were designed based on actual combat data. In addition to BOWs, there are also irregular mutants that were created from unexpected mutations (such as the zombies, brain suckers, Drain Deimos and grave diggers). The Bio-Weapons that were abandoned during development don't appear here.
"What's your favorite BOW?"
Kawamura: I'll say the Hunter Gamma. I can't hate it, even when it swallows me whole.
"The Nemesis is quite a fascinating enemy. What was in your mind during the character making process?"
Kawamura: Regardless of whether it was a man or a monster, we come up with a simple concept for the character, then we draw a design or two, but we don't use until we can visualize whether the character has any "promise" for the game. After that, the character designer does his thing, the model and motion animator does his thing, the event and battle planner does his thing, the programmer does his thing and then everyone start throwing themselves at each other every day and the whole thing escalates to a war zone.
"What is the most terrifying type of fear for Kawamura-san (doesn't have to be game-related)?"
Kawamura: When my boss utters to me "your scenario isn't quite good yet", followed by "you're not attractive to women because of that".
"What message do you want to give to players?"
Kawamura: I used to hate zombies before working for this game. So I'm saying to everyone who hates horror and gore. It's like tasting a very hot dish and finding out it has a delicious interior. The Resident Evil games may seem hard and scary at first, but it has plenty of good on the inside. If you never touched the genre and is unfamiliar with it, please give this game a single try at least. You'll be saying to yourself, "is this really a horror game? A RE game?" while digesting it. I've gained a new love for zombie films, which has grown to the point where I'm strong enough to shamelessly eat roast meat while watching a zombie. Everyone please play Resident Evil to become a man of strong mind and a strong stomach.

Aoyama: We began with a total of 20 members in our staff when we began development, but then it kept increasing during the development phase until we had more than 40 people at the end. The development period lasted around a year.
"What made you introduce the emergency escape system in the game?"
Aoyama: Whenever they're attacked by the enemy, player usually tend to get overly nervous, so we planned out a stylish emergency dodge move for those moments.
"In the previous interview with Kawamura-san that the costume variety were based on your preference. Please elaborate?"
Aoyama: Because the game was set in a city, I wanted to envision Jill wearing casual clothing, we started with something cool and sexy that stands out.
Look at Jill very closely. We purposely designed her to cause a man's heart to tickle (perhaps partly based on my preference) and made her easy on the eyes.
"What was your idea behind The Mercenaries project?"
Aoyama: Because having a mini game in each RE game has become something of a tradition in the series, we intended to please everyone with this project. We were thinking hard everyday, since the concept behind RE3 was to have high replay value, so we designed a way of unlocking more stuff by linking the main game with the bonus game. Please enjoy The Mercenaries and fight hard.
"Was there ever a point during development where you had a hard time?"
Aoyama: While working on the game itself was fun, there was also some intense moments during all the fun. I thought the creative process was very fun, but the production policy of the company side kept changing back to back and my worries didn't cease. However, everything worked out at the end.
"What's your message to fans?"
Aoyama: I've consulted several times with the core RE fans and I hoped they were truly pleased with the results. For those who haven't played the game yet, we're adding new elements exclusively to the Dreamcast and hope that they become RE fans too.

What did had to faced doing RE3 and was is your involvement with each episode and such?"
Mikami: Even though the director does most of the work, I have to remind them to make every new RE game as appealing as possible.
"Who is your favorite character in the series and why?"
Mikami: I like Chris and the Zombies. The zombies because they're the symbol of fear that can be considered as a pronoun for Resident Evil. Chris, the protagonist, because he has an unusual boorishness that is quite charming at this age.
"What kind of challenge do you see for the future?"
Mikami: Something I personally want... I want to return to the field and create games. I really like the Kadogawa film Sengoku Jietai (G.I. Samurai) and I want to adapt it into a game with online play very much. Like I said before, it's a personal wish of mine.
"Please what does the future holds with the Resident Evil series on the Dreamcast?"
Mikami: We're actually putting out the Complete Edition of Code: Veronica on the Dreamcast and PS2 to commemorate the series' fifth anniversary. In this new version, there'll be new cut-scenes where Wesker is greatly involved and the game's graphics and messages will be retouched a bit. I think fans will enjoy it.
"And finally, it appears you have a hot message to our loyal Raccoon Times reader."
Mikami: For RE4, I want to make a new kind of horror that exceeds the progenitor RE1 and I'll try my best to accomplish this. It's been on my mind for awhile, so wait for it!
My Personal Review:
Introduction:
This was the Resident Evil game I first thought was the final game of the series, because of how it ended. Thank God I was wrong. However, this was the first Resident Evil sequel that is both a sequel and prequel at the same time. The first half of the game takes place before the events of Resident Evil 2, and after those events in the second half. You can also say that this isn't a true sequel/prequel either, because this game has no correlation to the events of Resident Evil 2. It, in fact, focuses Jill Valentine's point of view of the same timeline as Leon and Claire lived through but in a different setting. In short, it seems that this is the third scenario game of Resident Evil 2, but in a different setting.
Story 10/10:
It's quite unfortunate but Jill Valentine feels she must resign from S.T.A.R.S because no one believed her or Chris Redfield about the nightmarish events of Resident Evil 1 in the mansion. She couldn't deal with being untrusted by her own colleagues, so she leaves. She leaves just in time to have to face that same nightmare once again, but on a city-wide scale. She runs through the streets, alleys, back to her place of work at the RPD building, through the uptown and downtown streets and business districts just to fight her way to freedom. Along the way she meets up with Carlos Olivera, a mercenary who was hired by Umbrella to deal with the situation in Raccoon City, and later becomes her partner. Much like with Resident Evil 1, there's a traitor among Jill's new team who wants to see the whip out of the team. She remembers that well with her former Captain Albert Wesker. The part that was cool to watch was when the US government sterilized Raccoon City with a nuclear device and blew the once peaceful city into nothing more than a wasteland of rubble that which made breaking news on all the news stations across the world. Now the world knows it was Umbrella responsible for this terror and tragedy.
Graphics: 9/10:
The graphics hadn't changed that much so far, but at least they give you a clear view of the city and its landmarks. The buildings, the streets and the building interiors were well detailed, and made like a true city. And the city being completely trashed up made it look like a city in hell.
Sound 10/10:
The soundtrack gave the same feeling as it did in the previous Resident Evils, in suspense. There were some soundtracks that motivate you to move it along, like when the detection of a missile is on the way, the music gives you the feeling that you need to hurry it up, because the final end is coming. The voice acting is truly good, and the dialogue is equivalent as that of Resident Evil 2, maybe even better.
Game Play 9/10:
This game has some new game controlling features that wasn't introduced in the previous games. For starters, you can dodge an enemy attacks. This time you have a Tyrant-like monster coming after you the same way as Mr. X did for your B-scenario character in Resident Evil 2. The only difference is if you're playing the hard mode, and you knock down Nemesis down a second time in battle, you're awarded with gun parts of health items. Another neat feature is that you can take advantage of some of the things around you like oil drums, and on-wall explosives. You can fire just one shot at one of those volatile landmarks and eliminate a large crowd of enemies in one shot instead of pumping out your ammo supply. Unlike in the previous Resident Evils, you get to make your own ammunition using a reloading tool or just by combining the gun powers together. A feature that is different than before is what I call a live choice, which is where the game gives you one of two options and which ever you choose of if the game resorts in choosing for you if you take too long, you have play out that event. Choose wisely, because it depends if you're going to have an easy or hard time at it. The game still focuses on solving puzzles, but make sure you don't go deaf with one puzzle or completing it could take literally forever. That one puzzle requires you to hear and listen to a sound short and you have to match up those sound shorts to replay the exact sound you hear before having to do the puzzle yourself. Overall the game's game play is excellent. I rated it a 9 of 10.
Replay Value: 10/10:
Just like with Resident Evil 1, the game can be played out in several different ways depending on which routes you take. And when it comes to playing out the alternate route the next time, it gives you events that are worth seeing oppose to just playing it out until the two routes converge together again. This game comes with a mini game called the Mercenaries, and this is a mini game you HAVE to play over and over and over and over just to be able to make weapon purchases with the prize money you collect at the end of the game (dead or completed). There's no way you can possibly play this game once and be able to buy anything with the prize money you earn, even if you play the game as best as it can possibly be played out. It's designed so you have to play this mini game dozens of times just to achieve your objective.
Overall 10/10:
If you loved Resident Evils 1 and 2, you will love this one. I seems Capcom is making these Resident Evil games better and better as time moves on, but it's only natural to upgrade. Even if you don't like Resident Evil (I won't even resort to calling you that name if you hate Resident Evil), you would still like this game just on the basis of the extreme action, and the awesome weapons they let you play with. The game has an incredibly cool ending where the city is blown away by an atomic bomb dropped by the government.

Resident Evil 3 was originally intended as a side-story meant to placate people who had wanted to explore Raccoon City more in RE2, but instead turned out to be a beautifully done addition to the series. It was also used as a test-bed for some new features, including dodging, decision sequences the ability to walk up stairs without having to press the action key (finally). The game follows a similar sequence to the two previous ones, with the first half made up of finding 4 key items that allow you to progress to the next area and the second half featuring more boss battles, harder BOWs and finally a lab area with a self-destruct sequence. The game has an extra twist of being constantly pursued by Umbrella’s latest tyrant, Nemesis. This ups the fear factor considerably as there will be times when he drops in out of the blue, literally. There are also moments where you can be struck with terrible indecision as you decide whether to dodge left or right, or if you should waste ammo on him. The game’s characters are some of the best and most popular. They some far more real with none of the stereotypical “take over the world” traits.
Graphics
Some of the best you’ll find on a Playstation, bar Parasite Eve 2. The flame and water effects are nicely done, and the pre-rendered backgrounds have greater color and range than Resident Evil 2’s. Environments vary from the Raccoon hospital to the local park. The areas allow for a certain amount of interaction, such as shooting up lamps and gas valves. Capcom have also improved their character manipulation, so in-game cutscenes allow for more movement, including some nicely done gunfights. The FMVs are some of the best you’ll see and succeed in capturing the atmosphere.
Sound
Resident Evil 3 features a wide range of weapon effects that are noticeably improved from the ones of RE2 and even those of CVX. Voice acting is above par, with the best work coming from the UBCS and Nemesis. It’s nice to hear a wide range of accents, but Jill’s lines sometimes seem to fall a little flat when contrasted against those from characters such as Dario Russo. RE3’s music features the best save room, boss battle and introduction tracks that border on the inspirational.
Story
Capcom were right to keep RE3’s story relatively low-key, seeing as RE2 had taken care of the explanation regarding the Raccoon City incident. The UBCS make a welcome change from mad scientists and power-crazed civilians. Umbrella’s activities are given more depth by areas such as the Dead Factory. They compliment the overall storyline instead of eroding it like Outbreak’s did. Epilogue files provide a lot of material on all the other surviving characters.
Conclusion
RE3 is my second favorite Resident Evil game mainly due to its replay-ability. There are many decision paths you can take that will alter your route and even the ending of the game. The BOWs that appear in an area are never the same ones the second time through. Resident Evil 3 also features the best of the mini-games, Mercenaries, that allows you to unlock weapons for the main game. The game play is nicely paced and prevents you from ever becoming bored.
